I learn that the German Minister, after a long conversation with Liang Tun-yen, who has hitherto represented Chang Chih-tung in our negotiations, called at the Deutsch-Asiatische Bank this morning.

It would seem as though this were connected with the Railway Loan negotiations.

I regret to have to report the receipt of a letter, since the dispatch of my immediately preceding telegram, in which Liang Tun-yen informs me that the Germans have offered satisfactory terms which have now been accepted by Chang Chih-tung.
